Is it supposed to be loose from the burner plate or is it supposed to be tight against the burner plate? Thanks"

Thanks should be a little snug but not real tight, you should be able to turn the air adjustment plate."

The air adjustment plate is fine it's cast iron part under the burner thatattaches to it that's loose. Is it supposed to be that way? It has two allen screws that attach it to the burner. Thanks"
