"I am thinking of using the Prestige Vodka AG yeast. I read the detailed recipe for flaked wheat etc on the Brewhaus info section under that product, but I really don't want to do the whole mess - just thinking of using sugar and water as the description says it is ok for that also.

So after that long winded narration, here is questin:

How much sugar for the approx 22 L of water?"

"I'd shoot for about 10-12% abv. This is an indirect answer to your question. Just get a hydrometer and add sugar until you get to the proper level to get you about 12%.

The turbo yeasts can go higher, but then you run into off flavors.
