can any body tell me if i have screw up i made the first batch 15 lbs sugar 15 lbs cornmeal total 6 gal water 1 4.7 package of 48 turbo yeast been setting for 7 days still only at 8% smell like beer still bubbling should i mix it in room that 70* in 12 gal can with a top on it

Did you measure the SG? I think you were heavy on the sugar & it's choking the yeast. Check the SG, if it's over 1.080 then dump it in the 12 gal pot & add some water to dilute the mix down to 1.080. Pitch some more yeast & it should come out OK
