the pump doesn't seem to have enough power to get the water flowing. I have applied suction to the discharge to get it going but it stops. System is NOT sucking air in that I can tell

" Easy check. Disconect the supply hose to the column and while holding it the same level turn on the pump. If it won't issue water the pump is either clogged up or bad. If it does push water up make sure no air leaks on the down side and keep the return hose below water level to create siphon effect so pump will no longer have any head pressure to push against."

I actually raised the cooling water resevoir about two feet higher and it performed flawlessly. I'll PM you with my other quandry
