What is meant by the term 18-23% Wash?

Means your fermented wash ended up at 18-23 % alcohol.

"Not exactly, but they do tend to get used interchangeably. A mash would refer to a grain/grist mixture that has been heated to convert the sugar. Once that has been mashed(heat converted) it is then fermented. The un-fermented solution drawn off this is the wort.
Wash refers to a fermented solution. This could be from a grain based wort or a sugar solution being fermented."

I've used tap water for years without any problems. As far as the yeast goes I'd think tap water with all of the minerals in it would be better. My tap water has chlorine in it but I don't know how much. If your tap water is heavily chlorinated then you could neutralize that with chemicals or let it set overnight to dissipate the chlorine.
