After sending out multiple proposals, I've pretty much figured out that Virginia is a lost cause. They send me a letter stating that they can't make the changes requested at this time, and yet they also have the nerve to attach a "post it" note asking for a quart. I should've taken a picture of that before I threw it away in discust. Typical of VA. It will be federal law before they even except it.
